Operation of activities to protect youth from harmful environments and strengthen the capabilities of youth and youth leaders in accordance with the Youth Protection Act

Protecting future generations refers to social safety nets that protect youth and young adults from various harmful environments and violence, ensuring their physical and mental health. This includes traditional risk factors such as harmful businesses, drugs, running away from home, and labor exploitation, as well as new threats emerging in the rapidly changing media environment.

Recently, the advancement of digital media has led to a surge in threats that transcend time and space, such as cyberbullying, digital sex crimes, and illegal online gambling. Therefore, a response to these threats is urgent. We are committed to creating a safe environment for future generations to grow up without the blind spots of crime and danger by monitoring and cleaning up harmful environments, identifying and protecting at-risk youth early, and providing counseling and legal assistance.

Article 4 (Social Responsibility)

- Everyone must take the necessary efforts to protect youth, including the following measures.

1. Prevent youth from coming into contact with or entering environments harmful to youth.

2. When it becomes known that a youth is using harmful media or drugs, or is committing youth violence or abuse, etc., the youth must be stopped and provided guidance.

3. When it becomes known that media or drugs harmful to youth are being distributed, or that youth are employed or are entering youth-harmful businesses, or that youth are suffering from youth violence or abuse, measures such as reporting or filing a complaint to the relevant authorities pursuant to Article 21, Paragraph 3 must be taken.

 

Article 27 (Prevention of Internet Game Addiction, Excessive Immersion, etc. and Support for Affected Youth)

- The Minister of Gender Equality and Family, in consultation with the heads of relevant central administrative agencies, may prevent the misuse and abuse of media, such as internet game addiction and excessive immersion (referring to damage to physical, mental, and social functions suffered by internet game users that cannot be easily recovered in daily life due to excessive use of internet games), and support services such as counseling, education, treatment, and rehabilitation for youth and their families who have suffered physical, mental, and social damage.

 

Article 34 (Improving youth's ability to respond to harmful environments, etc.)

- The Minister of Gender Equality and Family, in consultation with the heads of relevant central administrative agencies, may promote the following projects to enhance youth’s ability to respond to harmful environments and prevent and resolve damage caused by youth’s misuse or abuse of media materials.

1. Development and dissemination of education and programs to enhance youth's ability to respond to harmful environments.

2. Training of professionals related to improving youth's ability to respond to harmful environments.

3. Counseling and guidance regarding youth use of media.

4. Professional counseling and treatment for youth who have suffered damage due to misuse or abuse of media.

5. Prevention of harm to youth from harmful drugs and treatment and rehabilitation of youth who have suffered harm.
